This seal shows up from time to time in auction listings. The snuff bottle pictured was, according to the seller, "purchased 35-40 years ago in a San Francisco antique shop."

The style of the cloisonne seems pretty consistent with JingFa products of the 1970s.

"The mark is 古藝齋藏. It is mark used by a Chinese cloisonne factory located in Beijing China. The wares were produced after 1949. And the modern copies are rolling out as of ... uhhh ... yesterday."
