I just saw a necklace with somewhat similar caps on eBay - which featured a few wheel-shaped phenolic beads, and the seller said it was from Morocco, ca. 1960's.

So, it appears the cap design is from N. Africa, and the overall design either N. African or a "tribute" to the styles of that region.
