I have some of these and like them too. The Picasso coating is uniquely done in the Czech Republic and not easily done. For example, when Miyuki wanted this coating, they joined a Czech company to make and market their Picasso finish seed beads.
The Picasso coating has been around for at least 60 years. The coating of seed beads this way I think is newer.

The striped matte beads I think may have been exclusive to York Beads. Or at least they were the main importer into the US. I think I have seen them in Jablonec too, but not sure. You could contact Perry Bookstein who worked for York beads (on Facebook) to ask more info on them. Also, I am heading to Jablonec in three weeks or so and would be happy to look around for you.

It may be a lot of fun experimenting, but if this is the effect you are going for, I think it will be difficult to achieve. These beads are first coated with the Picasso coating and then matted. They are two different processes. Making beads matte can easily be done at home with products like etch-all. It's the Picassa part that is tricky. I think neither of the processes are done in a torch.
