I think I have a better idea, now that you refer to them as "Donkey": they were possibly used as decoration for a donkey bag, perhaps Baluch. See one of my item here: it's a Baluch salt bag, it's also used this way to decorate a donkey bag.
The origin could be anywhere between Iran to the Middle-East, from Hebron to Istanbul to Quetta...
