I mailed an ebay auction package to China (USPS Priority Mail, insured). The buyer received the package, but said some of the items were missing. This is a repeat customer and I have no reason to doubt the buyer. I'm sure I included the items in the package. The buyer also thinks the package was opened before he/she got it. Total value of the whole auction/package was about $400.
I can submit an insurance claim and see what happens.
Should the buyer only get a refund if the USPS pays on the claim?
