It does not look Czech to me. The size of the hole compared to the overall size seems too large for Czech beads.
Having started making lampwork beads, I found that decorating beads with crumbs or specks of glass is very common. The glass is called frit and is used for easy decoration. It comes in different sizes, and different mixes. I think it probably has been used in most places where glass lampwork beads were made.
